Quebec's Selected Skilled Worker Visa FAQ's
Q) What is the difference between "Quebec - Selected Skilled Worker Visa" and” Federal Skilled Worker Visa"?
Ans. Quebec has established its own immigration selection program and has different criteria and method of assessment for Skilled Workers then FSW.
You must first apply to the Quebec government for a certificate of selection (Certificat de sélection du Québec). This is the official document that shows that the Government of Quebec has accepted you to that province.
After you have been selected by Quebec, you have to make a separate application to Citizenship and Immigration Canada (CIC) for permanent residence.
Quebec-selected skilled workers are not assessed on the six selection factors of the Federal Skilled Workers Program.
Q) Does one need to have an employment letter or family in Quebec, in order to qualify?
Ans. It is not mandatory to have the above to qualify, but it does give bonus points.
Q) Is French mandatory to apply for CSQ?
Ans. It is not mandatory to know French to apply for CSQ. There are lots of people who have no knowledge of French but still passed the selection criteria. But as Quebec is a province where over 80% of the population speaks French, one should show the willingness to learn the language, to show that they are ready to integrate themselves in the system.
Q) What are the selection factors for Quebec SSW?
Ans. Selection is based on following factors:
• your Schooling and Area of training
• your work experience
• your age
• your knowledge of French and English
• your stays in Québec and family relationship with a Canadian citizen or a permanent Québec resident
• having a valid employment offer
• characteristics regarding your accompanying spouse or common-law spouse, if applicable
• the number of children under the age of 22 who will be accompanying you to Québec.
• your capacity for financial self-sufficiency
• your adaptability
It’s not necessary to score on every parameter, as long as you are getting the required score; you are eligible to file application.

Q) What are "Areas of training"?
Ans. The areas of training are intended to identify candidates who have earned diplomas or degrees in areas with good medium-term job prospects. It is compiled with particular regard to Québec job market requirements. The diploma or degree must have been obtained in the five years previous to applying for a Québec Selection Certificate (QSC). If this is not the case, the applicant must have worked for at least one year out of the five years in question in a field directly related to the diploma or degree obtained and for which assessment is being made.
Q) What is Adaptability?
Ans. Adaptability is one of the selection factors, which is determined through a process of interview. Your adaptability (preparation of your immigration project) which will be assessed based on the steps that you have undertaken to facilitate your socioeconomic integration and your personal qualities with regard to your work activities.
It is based on following:
• acquiring knowledge of French before arriving in Québec
• having knowledge of English, if necessary
• finding out early on about the conditions for practicing your profession or trade
• contacting the regulatory body for your profession or trade to find out about the conditions that apply to your specific situation and to begin the accreditation process before your arrival, if possible
• creating a network of personal and professional contacts as soon as you arrive or even earlier, during exploratory visits to Québec
• learning interview and writing techniques that will enable you to compile a curriculum vitae as customary in Québec and highlight your potential, experience and training
• acquainting yourself with workplace values in Québec
• finding out early on about the job opportunities in your field and in the various regions of Québec
• accepting a job other than the one you were seeking or one involving less responsibility, while you acquire Québec experience or obtain training
Q) Will the interview be in French?
Ans. If you have mentioned at the time of application itself that you have no command over French, then the interview will be conducted in English.
If you declare that you have cleared advanced level of French, then your interview will be conducted in French.

Q) What is the processing time?

Ans. Selection
Québec is responsible for the selection of workers wishing to settle on its territory.
Québec’s power to select is guided by criteria aimed at achieving its immigration objectives.
If the candidate is selected, he/she will receive a Certificat de sélection du Québec (CSQ – Québec Selection Certificate), the official immigration document issued by the Gouvernement du Québec.
Admission
Canada is responsible for the admission of workers wishing to settle on its territory. The Government of Canada admits to Québec solely those workers that Québec has selected.
Q) What is the funds requirement?
Ans. A single persons must have at least $2,800 at their disposal to meet their basic needs for the first three months following their arrival in Québec. In addition to this sum, they must have at their disposal an additional amount for each family member accompanying them (spouse or de facto spouse and children).
Q) How is immigrating to Quebec different than immigrating to the rest of Canada?
Ans. Quebec is responsible for selecting immigrants to settle within the province. In order to immigrate to Quebec you must first obtain a Cértificat du Sélection du Québec (Quebec Selection Certificate, commonly known as a CSQ). It is important to note that a CSQ is not a Permanent Residence Visa. Once you submit an application for a CSQ, your qualifications are assessed at the provincial level, and once you receive approval at the provincial level (your CSQ) your application is submitted at the federal level for medical and security checks. You receive your Permanent Residence Visa after being approved at the federal level.
Q) What is a Quebec Selection Certificate (Certificat du Sélection du Québec)?
Ans. A Quebec Selection Certificate allows you to immigrate to, and settle in Quebec. If your intended destination in Canada is within the province of Quebec you must obtain a CSQ before you obtain a Permanent Resident Visa. The Quebec Selection Certificate (CSQ) is a document issued by Quebec Immigration authorities (Immigration et Communautés culturelles) indicating that the person designated on the certificate has been selected to reside within the territory of the Province of Quebec. The CSQ is not a Canada Immigration (Permanent Resident) Visa and cannot be utilized for entry into Canada.
Q) Why are the requirements different for a CSQ than for a Federal Skilled Worker application?
Ans. Quebec is a culturally distinct province, and the only fully francophone province in Canada. Your chances of being selected by Quebec depend on your ability and willingness to settle and work in the province and adapt to the daily life.
Q) The immigration requirements and procedures for the Federal Skilled Worker program recently changed. How does this affect CSQ applications?
Ans. The recent changes to the Federal Skilled Worker program do not affect CSQ applications at all. The CSQ requirements and procedures remain the same.
Q) If I don't speak French, can I still obtain a CSQ?
Ans. Possibly. The selection is done on a points-based assessment. If you meet the minimum point’s requirement without speaking French you may still be granted the CSQ.
Q) If I qualify as a Quebec-Selected Skilled Worker and obtain a CSQ, do I then have to meet the point’s requirement for the Federal Skilled Worker Program?
Ans. No. It is important to note that the selection criteria for a Quebec Skilled Worker are not the same as those for the Federal Skilled Worker Program. If you obtain a CSQ, your application must still be submitted at the federal level for security and medical checks. However, your qualifications do not need to be assessed at the federal level, as the province will already have approved them and selected you for immigration to Quebec.
Q) Who can I include on my CSQ application?
Ans. You can include your spouse or common-law partner on your application, as well as any of your dependent children aged 22 or younger. It is important to note that Canada recognizes same-sex unions.
